The figure was up by 2.5 million people from a total of 6.8 million in June, according to the UN.
The crisis "continues to deteriorate rapidly and inexorably," Amos told the Security Council.
Amos’s spokesperson, Amanda Pitt, said Amos had also told the council members that 6.5 million of those in need of aid were internally displaced in Syria, up from 4.25 million internally displaced Syrians in June.
Pitt also said Amos has urged the Security Council members to use their power to secure unhindered distribution of humanitarian aid in the country.
Syria's population is 23 million.
According to the UN, more than 2 million people have fled violence in Syria since March 2011, when the country's civil war began.
The death toll from the conflict is estimated over 100,000.
