Qatar's Amir Hamad bin Khalifa Al Thani said that helping Palestine was a binding duty for all Arabs.
Addressing a group of academicians and students at the Gaza Islamic University on Tuesday, Al Thani said that the international community failed to solve the Palestinian issue.
"Jewish settlements whose construction continue and the embargo on Gaza are important matters that wait for a solution. The international community has failed in solving the Palestinian issue," Al Thani stressed.
Hamad bin Khalifa Al Thani arrived in Gaza on Tuesday.
Al Thani is the first Arab leader who visited Gaza since 1967.
